If your commercial vehicle is over a decade old and registered outside Odisha, you could soon find yourself turned away at the RTO counter. Or worse, running without a valid permit. The State Transport Authority (STA) of Odisha has enforced a ban on commercial vehicles older than 10 years registered in other states, with all Regional Transport Officers instructed to ensure strict compliance.

The decision isn't new. The policy received the green light in the STA's 301st meeting on July 19, 2023. But enforcement has only recently picked up steam, nearly three years after it was originally passed. If you thought this was a paper order collecting dust, think again.

What Exactly Does Out-of-State Truck Ban Cover?

According to the STA order, stage or contract carriers from other states that are more than 10 years old from the month and year of manufacture will not be granted any permit in Odisha. That means buses, taxis, and cabs operating under a permit from another state cannot legally operate inside Odisha once they cross the 10-year mark.

But here's the fine print that most people miss:

The order does not apply to private vehicles or other commercial vehicles like trucks, an STA officer clarified. So if you run a freight truck registered in another state, this specific order does not directly block your operations. At least not yet. However, operators running intercity buses, contract carriages, or cab fleets out of other states need to pay close attention.

What the RTOs Have Been Told to Do

This isn't just about entry at a checkpost. Authorities have also been instructed not to issue any new permits to such vehicles. In addition, all Regional Transport Officers and Assistant Regional Transport Officers have been prohibited from allowing ownership transfers, change of address, or accepting transport tax from these vehicles.

That's a complete administrative shutdown. You can't get a permit. You can't transfer ownership. You can't even pay your transport tax. If your vehicle falls under this category, Odisha's transport infrastructure simply won't process your paperwork.

There is one relief though. Such vehicles can still pass through Odisha and use state roads. The order will also not apply to vehicles already registered in Odisha before this directive came into force.

So transit is allowed. Operation is not.

Why Is Odisha Banning Out of State CVs Now?

The stated reasons are road safety and pollution control and that tracks with the broader national trend.

The presence of non-Odisha registered vehicles in poor condition has been flagged as a major issue, especially in busy transport corridors. Ageing fleets running on inter-state permits often escape the tighter fitness scrutiny that local vehicles face. Odisha wants to close that gap.

Some states like Uttar Pradesh have already implemented a similar decision, which the Odisha government says will help support the state's economy and enhance safety in public transportation.

This is a trend, not an isolated move. More states are expected to follow.

How Will Truck Operators Be Affected ?

Even if this specific order doesn't cover YOUR freight trucks today.

The policy logic is identical to what has been discussed nationally around the Vehicle Scrappage Policy and the Voluntary Vehicle Fleet Modernisation Programme. Once states demonstrate that such bans are enforceable and politically viable, the pressure builds to extend them. Buses got it first. Taxis followed. Trucks may not be far behind.

If you own or operate a commercial fleet, especially vehicles approaching the 8–10 year mark, this is the time to plan your replacement cycle. Waiting for a formal notification gives you very little room to act.

What You Should Do Right Now

  • Check your vehicle's registration date. Count from the month and year of manufacture, not the registration date.

  • If you operate buses or cabs from another state into Odisha, confirm your permit validity and vehicle age before your next trip.

  • Freight truck operators: You're exempt for now, but monitor this space. Similar restrictions may expand.

  • Planning a fleet upgrade? Consider newer BS-VI compliant vehicles that will stay compliant well beyond the 10-year window under any future regulation.

The Bigger Picture

Odisha is not an outlier. It's a signal. States across India are steadily moving toward age-based and emission-based restrictions for commercial vehicles, and the enforcement machinery is getting tighter. An order that sat unimplemented for nearly two years is now being actively enforced by every RTO in the state.

The smart fleet operator doesn't wait for the challan. They plan ahead, upgrade on their timeline, and never let a policy deadline catch them off-guard.
